I believe that all elements of the story influence the other elements. They're all interconnected. Plot informs character, character informs plot, and so on. That's why they call the art of storytelling weaving.
We start out with a kernel of an idea, and the characters dictate their reactions and the reactions form the plot, and one thing leads to another and before you know it there's a complete story unfolding. Sometimes, they even have great soundtracks.
